That's the odd thing, birdie: memory speed. Although the KT400A does not officially support 200FSB, it does support a 200 mHz memory clock. Some BIOS issue on the K7VT4A Pro is not allowing that?
As to running CPU and memory at different speeds, I normally discourage that. But with VIA chipsets some people do report their best performance by running both as high as possible, rather than synchronized. The examples I have seem have been with memory faster than CPU, though. Haven't seen a report with CPU faster than memory. You could try benchmarking it yourself at say 166/133 vs. 133/133.
I'd try it myself on my PCCHIPS M811LU (KT266A, officially 133/133), which I have had as high as 165/165. (Don't try that at home, kids, the PCI's at 41 mHz!) Problem is, I can't set that board to run asynchronously, no matter what settings I use.
John
EDIT: All this may be moot for riley, seeing the last few posts. But birdie, if for some reason your KVR 3200 won't do 200, you might try benchmarking your hgighest asynch settings and see if they really are than slowing down the CPU to match the RAM.

The way I do it is go into BIOS and up the voltage, save,exit/reboot to make sure it sticks. Then I re-enter BIOS, check settings, and up the FSB to 200, save and exit. All this with the HDD disconnected as if it won't go past this point the HDD is irrelevant anyway BUT can be corrupted.
You have eveidence that the mem will go to 400, as it should, but, in order to follow logic through to the end, set the mem to the lowest possible setting, just to exclude it from the equation, and isolate the CPU, this tests the CPU/chipset without the mem getting in the way.
There are other variables, but it depends on how far you want to go.
EDIT
You got there before me, and @200,go for memtest please.

I shall be putting the mobile back in the Asrock soon when I get some arctic silver. I was sort of resigned to running it at maybe 14x166, thinking that 200MHz was beyond it's capabilities.
One thing. On the Asrock site they have an FAQ about running a 400fsb xp3000 or xp3200. They say that if you try to run one of these, they memory speed becomes ddr266. I've never really got my head around that. I'll try to find it and post a link.

birdie are you talking the asrock k7vta pro board. I did the lastest bios flash 1.50 to fix that problem plus asrock tech advise me to do that when i was haveing low numbers in my 3dmark 2003 score. After i did the 1.50 flash i noticed my fsb was running 5mhz faster with every thing set to auto in my bios. Riley

This is very interesting, riley. I haven't checked the Asrock site for a while. The last time I looked the bios updates were for graphics board issues which didn't affect me.
I'll look at it right now. Thanks!

The latest bios recognizes the 333fsb version of the xp3200 (14x166). There's still no official support for 400fsb cpus. I'll certainly have a closer look at it. I must admit I'm still a bit baffled.
As for memtest, I use the version on the UBCD (Utimate Boot CD) which can be downloaded for free. You have to burn the iso image to a cd using nero or equivalent. Otherwise make a bootable floppy disk or cd from the memtest.org site. You'll have to go to the bios as soon as you stop memtest to check your temps which will have decreased a bit. Otherwise run a prime95 torture test in windows and run Speedfan at the same time to check your temps.
